If the prosecutor final action is FILED what does that mean?

I live in Fl and my boyfriend was arrested. He has multiple charges that he didnt do. Even the police report stated it was a diff make, model, and color of the vechicle from the 911 call. And the report also stated lack of evidence. I was looking online and one charge said prosecutors final action. non filed. But the rest of the state Prosecutors final action: FILED. Does that mean they came up with some evidence or what?
