Help with 2001 Grand Cherokee front end wobble?

at about 40 or 45 mph when i hit the brakes the whole front end wobbles violently...checked everything by hand and it all seemed tight...tried changing pads and rotors and didn't help...also has a bad burning smell after it happens. There is no lift and everything on it is stock
